USA Today says that the men were arrested after their photo in front of Bangkok's Wat Arun was widely shared.
They now face public indecency charges.
Visitors to temples in Thailand are expected to dress modestly with some sites not allowing shorts.
Although the men paid a fine of $150, police are considering charging the two under Thailand's computer crimes act.
The controversial law carries a punishment of up to five years in prison.
