Phelan MoonSong says the horns he wears on his head act as his spiritual antennae. The Pagan priest considers them part of his religious wear and claims he was rejected by the state when he wanted to wear them in his ID photo.

He recently changed his name to reflect his paganism, which was why he was applying for a new card and having his photo taken.

He says he explained his religion, was given an envelope addressed to the secretary of state and told to appeal the decision and explain his beliefs.
